What Is the Subhadra Yojana?

Launched on September 17, 2024 by Prime Minister Narendra Modi, Subhadra Yojana provides ₹50,000 over five years to eligible women in Odisha through Direct Benefit Transfer (DBT): ₹10,000 per year split into two instalments of ₹5,000 each.

Women also receive a Subhadra Debit Card. Those who use it for digital transactions get an extra ₹500, specifically, the top 100 women in each Gram Panchayat or Urban Local Body who make the most cashless transactions in a year earn this bonus via DBT.

The Odisha Government has allocated ₹55,825 crore for the scheme, running from 2024–25 to 2028–29. This is not a loan. It is free money, transferred directly to your bank account, no middlemen, no interest, no repayment.

Am I Eligible? Complete Eligibility Criteria

✅ You ARE Eligible If:

  • You are female (only women can apply)
  • Age 21 to 59 years (born on/after 02-04-1965 and on/before 01-04-2004 for FY 2025-26)
  • Permanent resident of Odisha, not a temporary migrant
  • You hold an NFSA or SFSS ration card
  • No ration card? Your family income is below ₹2.5 lakh per year
  • ASHA workers and Anganwadi workers are eligible (if government income stays below ₹1,500/month)
  • Widows who meet all other criteria are eligible

✗ You Are NOT Eligible If:

  • You or any family member files Income Tax Returns (ITR)
  • You or your husband is a current or retired government employee
  • You or family receives pension above ₹1,500/month (₹18,000/year) from any government scheme
  • You are an elected representative (MP, MLA, Zila Parishad), ward members & councillors are exempt
  • Family owns more than 5 acres irrigated land or more than 10 acres non-irrigated land
  • Family owns a four-wheeler (car/jeep), tractors and commercial vehicles are exempt
Important: If you become ineligible during the 5-year scheme period (e.g., husband gets a government job, or family buys a car), you are required to voluntarily surrender the benefit. Age is calculated strictly from the date of birth on your Aadhaar card — not any other document.

Documents Required for Subhadra Yojana

Bring originals and two self-attested photocopies of each document:

Mandatory for All Applicants

If You Don’t Have a Ration Card

Additional Documents (If Applicable)

💡 Bank Account Tip: Your account must be in your name only — not a joint account, not a family member’s account. The account must have NPCI mapper active. If you’re unsure, visit your bank and ask them to “check and activate DBT / NPCI mapper” for your account. This is free. The NPCI failure is the single most common reason women don’t receive their payment even after approval.

What to Do If Your Application Was Rejected

Rejection is common, and often fixable. Over 2 lakh women were excluded due to post-disbursal ineligibility verification through the Income Tax Department, Transport Department, and Revenue Department. Here are the most common rejection reasons and what to do about each:

Rejection CodeMeaningWhat to Do
Income Tax ReturnFamily member filed ITRGet a certificate from IT dept confirming no ITR filed; submit appeal at Block Office
Government EmployeeApplicant or spouse is govt employeeBring employment certificate confirming private sector/self-employment; submit at Ward Office
Four-Wheeler OwnershipFamily owns a car/SUVIf vehicle is a tractor or commercial vehicle, bring RC showing vehicle category
Land Holding ExceededFamily owns >5 acres irrigated landVerify with ROR (Record of Rights) from Tehsildar; if incorrect, submit correction appeal
Age IssueDOB on Aadhaar outside eligible rangeCorrect your Aadhaar DOB first at UIDAI/Aadhaar centre, then re-apply
NPCI FailureBank account not DBT-enabledVisit your bank immediately; ask them to activate NPCI mapper / DBT for your account

How to File an Appeal

  1. 1
Go to your nearest Block Office or BMC Ward Office with your Application ID, rejection letter (if any), and supporting documents proving the rejection reason is incorrect.
  2. 2
Submit a written appeal and get a written acknowledgement. Keep this safely.
  3. 3
Follow up after 15 days. If no response in 30 days, escalate to the District Collector’s office or call helpline 14678.

Important: Watch Out for Fraud

Several fraudsters in Bhubaneswar are charging women money to “help” them apply for Subhadra Yojana or promising faster processing for a fee.

⚠ Remember these three facts:

1. The application form is completely free. No one should charge you for it.

2. No agent or broker can speed up your application. Approval depends only on eligibility verification by government departments.

3. Never share your OTP with anyone — not even someone claiming to be a Mo Seva Kendra operator or a “Subhadra helper.” Your OTP is used for Aadhaar verification and must stay private.

If anyone asks you for money to apply, refuse and report to 14678 immediately.

Frequently Asked Questions

I don’t have a ration card. Can I still apply?
Yes. Women without a ration card (NFSA/SFSS card) can apply with an Income Certificate issued by the Tehsildar or Revenue Officer confirming that the annual family income is below ₹2.5 lakh. Get this certificate from your nearest Tehsildar office — it typically takes 3–7 days to obtain.
My Aadhaar and ration card show different names/dates. What should I do?
Aadhaar data is considered final for Subhadra Yojana. If there is a discrepancy, correct your Aadhaar first at the nearest Aadhaar Seva Kendra or Post Office with Aadhaar services before applying. Name and date of birth on Aadhaar must match your actual identity. This may take 2–4 weeks, so do it early.
Can a widow apply? What extra documents are needed?
Yes. Widows are fully eligible as long as they meet all other criteria (age, income, residency). Additional documents needed: husband’s death certificate. If the widow receives a widow pension above ₹1,500/month from any government scheme, she is not eligible.
My payment was not received even though I was approved. What should I do?
The most common reason is NPCI mapper not active on your bank account. Visit your bank immediately and ask them to “activate DBT / NPCI mapper” for your account — this is free. Check your name on the NPCI rejection list at the Subhadra portal. Also ensure your Aadhaar is linked to the bank account. Once activated, missed instalments are typically credited in the next payment cycle.
What is the extra ₹500 digital transaction bonus and how do I get it?
The top 100 women in each Ward or Gram Panchayat who make the most cashless transactions in a year using their Subhadra Debit Card earn an extra ₹500 via DBT. To qualify, use your Subhadra Debit Card for purchases at local shops, paying bills, or any digital transaction as often as possible throughout the year. You don’t need to apply separately — the system automatically identifies the top 100 users per ward.
Can I apply if I am an ASHA worker or Anganwadi Sevika?
Yes. ASHA workers and Anganwadi Sevikas are eligible for Subhadra Yojana even though they receive government-linked payments — as long as their total monthly income from government sources stays below ₹1,500. Apply through any Mo Seva Kendra or Anganwadi Centre like any other applicant.
